Naturalization granted but appellate court seems dubious

In this blog, I usually address cases in the Ninth Circuit and do not rummage around in other circuits. However, today I am interested in a case out of the 4th Circuit, which covers Maryland, Virginia, West Virginia, North Carolina, and South Carolina.
